You are terribly confused.
First, I wrote that the recent OPA statement was incorrect but provided it for reference. Second, the EASEMENT area has nothing to do with parking. Third - the area in question is the OPA-owned right-of-way. This is typically 50 feet on side roads. Maryland law applies to parking on the PAVED surface within the right-of-way as I read it . |

For reference, the above message is a reply to a message where: 12 inched inside the paved area. Read the law I quoted. Hence my confusion. You also wrote "Recently, OPA said, "As for street parking, this is allowed per Maryland Transportation Code that allows vehicles to be parked parallel to the right hand curb or edge of roadway – we confirmed with the Police that 2 wheels need to touch the easement area." Since the easement area is outside the road edge, OPA's position is that as long as two wheels are in the grassy easement by 12 inches or more the vehicle is legally parked. |
