Really? Why would either of these entities worry about it? OPVFD was created by OPA many years ago to serve a function. Both OPA and OPVFD are there to serve association members. Do you really think association members care? Do you care if OP or OPVFD owns that property? It sounds to me more like an ego brawl between the leaders of the two entities, each side, perhaps, egging their members on.

Why does OPVFD care? They cannot exist without OPA money and OPA needs fire and EMS services.

In theory, OPA could start its own fire/EMS services department or contract with some other entity. Nasty business, for sure, and a public relations nightmare for the OPA Board of Directors - not even considering cost. 

Both sides need to get in a room and work this out. Build the project Viola proposed.
