"It's not a shortage of lifeguards but an unwillingness to pay" I think that OPA should pay more to attract lifeguards as $14 an hour just isn't competitive. But that is just my opinion. And how you go about paying more, I don't know. Not my job to figure out. 

I would also agree with showing IDs to get the resident rate, especially if that is policy at the golf course. Never once have I had to show that at any of the pools, although some have said they had different experiences.
