As a DR violation, leaves in a forest may be just an interpretation.
Unless there is case law, the only way to obtain an answer in via the courts. This is where an HOA board has a major advantage, as it has virtually unlimited legal funds. Maybe Bill Gates will buy a lot and raise legal challenges.
