You and Dave both seem to want to avoid even mentioning the 1990 DR change approved by the membership that allows ECC to regulate all vehicles of one ton or greater capacity.

Your argument regarding "class" may fold because plenty of "hard working stiffs" have boats on trailers (probably more than want a box trailer) and there are apparently those not usually considered "hard working stiffs" who want to have box trailers and can't. I think OPA can make a strong case that the Guideline is not directed at "class" based solely on the boat trailer versus box trailer issue.
