A penalty is a deterent for some dog owners as much as a penalty is a deterent for some speedeers, illegal parkers etc. The problem is that few people are aware of the leash law let alone any penalty. I spend a lot of time talking with dog owners and not much has changed since before the leash law was enacted. I guess prople will be people.
