Joe, A penalty is a deterent for some dog owners as much as a penalty is a deterent for some speedeers, illegal parkers etc. |

For reference, the above message is a reply to a message where: As a practical matter it is toothless in Ocean Pines. In this parrticular issue I say toothless because a dog on a lot doesn't know about the leash law penalties and there is little satisfation in seeing the owner paying a fine after a dog comes off the lot and mauls you on the street.
