As a practical matter it is toothless in Ocean Pines. In this parrticular issue I say toothless because a dog on a lot doesn't know about the leash law penalties and there is little satisfation in seeing the owner paying a fine after a dog comes off the lot and mauls you on the street. |

For reference, the above message is a reply to a message where: Norm, I thought you were up on this leash law business as you participated in several forum threads about it, and I think you were one of the advocates for the leash law. Joe, You are correct. I was a very agressive advocate for the leash law. In fact as a result of some public comments I made at a Board meeting that Tom Cetolla decided to look into the matter. I also made public comments at a County Commissioners meeting. At the time there was Rabies in the Pines and in the County and there was an incident of a dog attacking a property owner. Another problem was with dog owners not cleaning up after their dogs. I was pleased when the ordinance was passed. But until the other day I was under the impression that the ordinance was toothless. I thought it lacked any penalties. I don't know why I had that misleading impression. Norm |
