A dog on the owners property is not required to be on a leash. If the dog runs out on the road and attacks you then the owner has some responsibility. That's why the leash law in OP really didn't do much in terms of reducing attacks. If a dog actually attacks you any leash law is the last thing you will be thinking about at the time. |

For reference, the above message is a reply to a message where: A penalty is a deterent for some dog owners as much as a penalty is a deterent for some speedeers, illegal parkers etc. The problem is that few people are aware of the leash law let alone any penalty. I spend a lot of time talking with dog owners and not much has changed since before the leash law was enacted. I guess prople will be people. At least if I now see someone violating the law [mainly the pick up part |
