Interestingly, if Manklin Creek Road were turned over to OPA, those no-parking areas would not be enforceable via fines as they are with county-owned roads. I wonder... When the county turns over the roads I tend to see it as a custodial turnover...OPA doesn't "own" them and they don't become private property...and if OPA should cease to exist the county would simply regain the responsibility for them. They always remain public roads subject to any traffic controls. I would think that could also apply to parking restrictions the county might impose. OPA does not have the authority to initiate parking regulations on their roads...but the county might. An interesting legal question...perhaps the "Supreme Court of Ocean Pines" should consider the matter. |
