Transferred to where? According to the General Administration page in our 2025-2026 budget book the total estimated and proposed surplus’s transfer is $1,423,437 which is a far cry less than the $3,428,000 you are showing. This doesn’t take into account that all the surplus transfer in the budget are estimates and or proposed, not one cent of surplus transfer shows as actual in any budget going back to 2021-2022.
