Joe, I agree with everything you just said. All I am saying is that OPA can carry a mortgage for a fire station they do not own by amending the Charter or fund OPVFD's mortgage payments on the new Southside fire station by amending the current agreements between the two parties. Perhaps either one in return for the land on which the Southside fire station sits reverting back to OPA where upon OPA leases the land back to OPVFD similar to the Northside fire station. | ||||||

For reference, the above message is a reply to a message where: I'm not talking about any private entity. I'm talking about the OPVFD, a private entity to which OPA has given something like $5MM over the past 8 years. Perhaps you are missing the point. OPA pays the fire department for a service. They have never given the fire department money to build a structure on land OPA does not own. The northside station is on OPA land leased to the fire department but the department paid for the structure there. Agreements between OPA and the fire department specifically state that OPA will not fund reserves for the southside station building and land owned totally by OPVFD. |
