Pay? No. But they want some money to spend on something, and they want to have the Director of Marketing & Public Relations to more or less become their employee. 

There have been committees with similar goals working on some “plan” for at least 30 years or more. 

Here is the strategic plan in one sentence:

Keep OPA safe, well-maintained, and fiscally conservative while setting the assessment at the lowest rate to accomplish these objectives and maintaining property values via reasonable DR enforcement.
