Well, staffing amenities that do well operationally does make business sense. However, I see no relationship between that and a lack of lifeguards. In fact, OPA does not even staff the restaurant facilities as you suggest, Matt Ortt Company does. They are ORTT employees. 

Beach patrol doesn't count when comparing lifeguards, whole different animal.  They are "real" first responders.  

Hmm. Tell that to some man or woman sinking to the bottom of a pool and praying for a lifeguard. Different animal in some areas, I’ll grant you, however.
