How do you award someone a contract that doesn't exist? Steve Jacobs understood the problem. Doug Parks said there couldn't be a contract until OPA agreed to accept a contract because the law firm wouldn't spend their money drafting a contract until they knew it would be accepted. For reference, the above message is a reply to a message where: Yet again in the category of "you can't make this up" when it comes to OPA politics. At the Board of Directors meeting on 4/15/2023, Doug Parks made the following motion: To approve and award a contract for legal services to the law firm of Ayres, Jenkins, Gordy and Almand. Seems the clear meaning of English sentences means little when it comes to the board. Turns out, the motion was indeed passed but no contract was approved or awarded. The board approved a motion to approve and award a contract that does not exist. Quite unbelievable. The motion should have been something to effect of entering into discussions with the firm about a contract for services or words to that effect. To top off the foolishness, OPA board chair Doug Parks continued his nonsensical "suspension of the rules" to allow General Manager to comment on the motion. The bylaws state: "The General Manager shall attend the meetings of the Board of Directors, make recommendations to the Board, and take part in the discussion of matters coming before the Board."
