The By-Laws provision for secret ballots was overturned in 2006 I think.
The current Resolution requires the mailing contractor to separate the ballots from the return envelopes in such a way that the ballot cannot be referenced back to the envelope with lot info. As a practical matter, this results in a secret ballot. |
