I suspect something in the DRs says lack of enforcement does not mean inability to enforce.
At times I wonder. I asked about the signs posted at the entrance to the Administration building when turning off Ocean Parkway. They were the ones advertising for CNAs at a medical company. I was advised by OPA that they had actually been removed by OPA but the company just replaced them. |

For reference, the above message is a reply to a message where: Maybe CPI/ECC/ARC should do their jobs until the board gets the Guidelines right. I suspect something in the DRs says lack of enforcement does not mean inability to enforce. |
Enforcement seems to be a problem, specifically when it comes to the ability to levy a penalty.
