........all allowed by the law will be built and operated. Worse case is that the State will just change the law to allow the slot locations to be build and operated.

For reference, the above message is a reply to a message where: If all slots operations are not built, it might just make those built more valuable. However, I suspect sooner or later all allowed by the law will be built and operated.
