Maybe you could offer to help them fix it? Dogs should not be roaming the neighborhood. They can get hurt, maybe hurt someone, leave a mess, or tear up a yard. I used to have an OP neighbor with two enormous Standard Poodles. He was with them, but let them run wildly through my flower beds and laughed about it! He thought it was cute. Go figure that one. For reference, the above message is a reply to a message where: I agree about the fence. That being said though, the neighbors across the street from us have two dogs and a fence; a fence that the gate doesn't work, so the dogs are constantly roaming the streets and the yards. It drives me mad. They get put back in the fence by all the neighbors. It's tougher to report your friendly neighbors than strangers though.
