Exactly. Yet strangely there appear to be some who would prefer Boggs and the other commissioners make the decision each year as to what OPA might receive.

For reference, the above message is a reply to a message where: If it's mandated, you can't really give something to somebody.  However, if it isn't mandated, one can always run on the "I was able to get $$$$ for Ocean Pines" even if the $$$$ pale in comparison to the mandated amount.
