If it's mandated, you can't really give something to somebody.  However, if it isn't mandated, one can always run on the "I was able to get $$$$ for Ocean Pines" even if the $$$$ pale in comparison to the mandated amount.

For reference, the above message is a reply to a message where: "Our" two commissioners oppose OPA receiving mandated slots funds. Why?
