I think i was the first person to post portions of it on the Forum. The law as written is broad enough that I doubt one could not come up with valid reasons for expenditures, especially the very defined category of "other public services and improvements." The entire County portion is labeled as Local Impact Grants, yet you don't believe Worcester County has to prove an impact to get the money. So why should the municipalities? |

For reference, the above message is a reply to a message where: Do you believe that Worcester County is going to have to justify direct and indirect impacts from slots in order to get the 5.6%? Of course not. Worcester County gets the money and the areas impacted are to prepare multiyear plans and present them to the county to justify the grants. These plans must be reviewed by the 15-member council prior to the Commissioners disbursing the funds. The law lists the reasons for requesting the grants. Have you read the law? I believe we need to understand the law and use it to our benefit. |
