I have always been a fan of innovative ideas but since you are looking for some feedback and discussion let me play devils advocate for a bit.

Have you considered the demographics of Ocean Pines? This is not the Villages which, for the most part, is a retirement community pre planned for carts. Most younger families in the Pines need 2 cars and I doubt would be adding a golf cart, especially an expensive road legal one.

As I am sure you know the Villages maintains a separate golf cart path for the residents. To drive a golf cart on the road it needs to be the modified variety which is not inexpensive. Ocean Pines would not be able to have a dedicated golf cart path which means, as you are proposing, that the main roads would have golf carts and vehicles sharing the same space. 30mph may be no big deal in a car but it can be a big deal in a golf cart. Even with dedicated golf cart paths the Villages have their share of golf cart accidents....even though they don't like to promote that. Of course they also have no snow either.

Your long list of positives is excellent [a little stretched in a few casesand I, personally, would love to drive around the Pines in a golf cart but to be successful in your quest, I believe, will require two main obstacles to be overcome. First the safety issues which I think are looked at a little too much through rose colored glasses and secondly, perceived or otherwise, that a major change in the Pines transportation dynamic is being proposed to benefit a few.
