Loudoun County, Virginia's broad downzoning was overturned by the courts because the county failed to properly notify all property owners of the action before holding hearings.  The new Board of Supervisors, who were swept into office by property rights advocates, have refused to reinstitute the downzoning and is considering making it at the option of the individual owners.
