Of additional note, I believe 500-600 of the 8,400 lots are not eligible to vote for various reasons.

For reference, the above message is a reply to a message where: Is it possible Joe that only 3000 out of 8400 lots voted because of apathy?  Maybe folks are just tired of all the drama that goes on with the Board on even the simplest matter?
