Ray, Dave Stevens sent the letter expressing the opinion of the Board of Directors that all the money should go to the county and asking that the money for OC and Berlin be taken away. What I am saying is that J.M. & N.C. have been talking about doing this long before C O P E or the BOD discussed any spacifics. I have known them both for a long time and have had many dicussions in private.
