Joe, I believe the rule reads "under control of the owner at all times." not "on a leash at all times". The OP Dog Catcher acknowledged the difference when he watched owners with dogs off-leash at the park. He could tell which dogs were under control. When dogs are playing they are ok. As soon as the play is over...they go back on the leash. They do not walk down the street off-leash...unless they are super well trained and obey voice commands faithfully. Not many dogs are that obedient. Nancy |

For reference, the above message is a reply to a message where: I understand what you ar saying. My point is that when in the parks of Ocean Pines the law requires those dogs be on a leash. |
