Now that you know there is a leash law you can use it to your advantage if your neighbor can't be reasoned with.

I don't know if the Pines has an Animal Control Officer.  Last I heard they were trying to fill that vacancy.  For your information, there is a County Animal Control Officer.  He advised me that if there is a problem that can't be resolved within Ocean Pines, to contact him.
