I personally have not seen a dog owner let an unfriendly dog off-leash. In other words the owner decides whether to break the leash law or not. Joe, My point is that when a group of dogs are playing ....and there owners are there watching them....they are not interested in anything but playing with each other and will not leave the group. They will not be interested in someone passing by. An owner knows whether his dog "plays nicely with others" and will not let his dog off-leash to cause trouble. If you ever have a chance, go to a Dog Park and watch the sociodynamic there. It is a hoot. Dogs playing in an isolated area with supervision are no threat to anyone. AND ..the owners have pick-up bags. As I said....it is about COMMON SENSE. (too bad some people inflict their human bullies on other the children and do nothing to control them.) Nancy...who has spent a lot of time on the playground. |
