Do you believe that Worcester County is going to have to justify direct and indirect impacts from slots in order to get the 5.6%?  

Of course not.  Worcester County gets the money and the areas impacted are to prepare multiyear plans and present them to the county to justify the grants.  These plans must be reviewed by the 15-member council prior to the Commissioners disbursing the funds.  The law lists the reasons for requesting the grants.  Have you read the law?  I believe we need to understand the law and use it to our benefit.
