The above may be too simplistic. I hear OC is also very short of lifeguards. I also think the qualifications to be a lifeguard on the beach are much higher than to be a pool lifeguard. 

So, how much do you think OPA needs to pay to attract the needed lifeguards?

And most importantly, are pool users willing to pay that increased  cost to use the pools?
