Well, Ed Tudor seems to believe a cover meets the requirements, and his opinion is pretty much all that matters at the county.

For reference, the above message is a reply to a message where: (3)To any junk vehicle or vessel or major assembly component thereof which is maintained within a completely enclosed structure or completely screened from view from any adjacent property or road by a fence or other enclosure. That is why I suggested that it may be good to read the complete code on the Worcester County web site. I am not sure that a cloth car cover would satisfy the above code unless it is considered an "enclosure". There apparently is also an exception like the above for any "incorporated" areas of Worcester County. I assume that is so towns like Berlin, Snow Hill etc. can make their own laws.
