As is true for most organizations, especially HOAs perhaps, there is very little institutional memory.
For example, we hear talk of "divisive" boards. In general, the actual "working" meaning of a divisive board is one where one or more board members does not agree with the sitting board majority. As well - an election where some candidate may not agree with past actions of the sitting board majority. Below is an image from 2004.
