The ROC accepts memberships based on whether their profile looks real (it isn't a new account, it includes a photo, they have friends, they live in the area, belong to other area groups, etc.).

For reference, the above message is a reply to a message where: Well, it certainly isn't me! Any claims regarding ISP addresses etc from that hateful site are completely false (as usual).
