The guidelines were revised, but not to he satisfaction of the committee, which approached the issue with common sense,that was charged to review them. The issue regarding "utility trailers" only became an issue because the head of the ARC at that time, Walt Bogey, had a personal problem with them, as well as an OPA inspector! They were not an issue before. It is obvious, IMHO, that the section in the DR,s regarding trailers was specifically referring to "habitable" trailers.

For reference, the above message is a reply to a message where: If we incorporate any future restrictions based on "class" they will, in my opinion, also be overturned. If you refer to 'class' as in the social pecking order it is definitely a no-no...but class as perhaps in weight class for the trailer (for instance - one ton) could be valid. The current rules are...in my non-expert opinion...lacking in both reasoning and description for prohibition (at least in the DRs) of certain vehicles. By contrast the Guidelines are pretty specific on the maximum size of open utility trailers that are allowed. Following this same format OPA might find its way to create an acceptable and easily understood 'rule.' Even if someone disagrees...if the rule is clear there is no recourse except to follow it or suffer the consequences...because there is no 'wiggle room' based on interpretation. BTW, this is not about Marty. Understood...but it is kind of about Marty doing things in his own, sometimes frustrating but always loveable way. |
