The county makes the final decisions on where the money is spent, so long as the spending complies with those purposes stipulated in the bill.

If below is the correct wording in the bill, then these jurisdictions are free to spend the money anyway they desire.  MAY commits these municipalities to absolute nothing.

Local impact grants may be used for the following purposes:

1. infrastructure improvements

2. facilities

3. public safety

4. sanitation

5. economic and community development, including housing

6. other public services and improvements.
