He reminded me that the current system came about because of inequities in minority representation. I thought everyone was aware of that.

For reference, the above message is a reply to a message where: I asked a mutual friend to make an educated guess and he was unable to do so.  He reminded me that the current system came about because of inequities in minority representation.  The changes were mandated by the Federal Courts and any law suit would have to originate in Federal Court or ultimately end up there.  All of that being very costly and unlikely to be successful in view of the original intent.
