Description: Barbara Kissel was the first recipient of the Sam Wilkinson Volunteer of the Year Award in 2003. Kissell was chair of the Recreation & Parks Committee. She worked tirelessly for installation of playground equipment at Manklin Meadows and was the driving force in the creation of the skateboard facility behind the Administration Building.
